Distributing IR signals

All of my A/V equipment is located in a single room in my basement. TV's (monitors) are scattered throughout my house. I use a tablet PC as a remote control. Custom software on a server that is colocated with my A/V equipment receives the function requests from the tablet remote control.
I need to send an IR signal from my PC to turn a selected TV monitor off and on. Also volume control will be sent the same way. I am using Audio Authority drivers and wall plates to transport the video, audio, and IR signal over Cat 6 to the appropriate location.

- How do I get the IR signal from my PC to the Audio Authority driver? I am assuming that I use the 1/8" emitter jack.
- Do I have a one-to-one dependency between the 1/8" emitter jack and an Audio Authority driver? If so, how many USB-UIRT devices can I control from a single PC?
- Is there a single device/card that I can add to my PC that will drive 4-8 IR emitters?
