Program to capture and send IR codes from Windows

I'm looking for a simple program that will let me receive an IR code (power button) from my Chigo Air Conditioner and then allow me to sent it. That's all. I have a USB-UIRT and a Windows 10 PC. Any suggestion. A freeware program would be fine but I don't mind paying for one.
