USB-UIRT for disabled

I develop tech items for disabled persons. I have a tablet-like PC (XP) that I wish to attach a USB-UIRT to. I need to have a very simple on-screen keypad that disabled people can touch (true touchscreen) to operate IR stuff.

So I need something simple. I would assume I need:
USB-UIRT hardware
Driver
Girder?
Sage?

You can also use EventGhost. One way would be to create a layout as HTML-pages and let the user simply touch buttons/picture/links there. EventGhost can run a simple webserver to show these pages and direct the commands to the USB-UIRT.
