USBUIRTDRV.DLL help please.

I'm trying to write a very simple IR input program for simple commands, that will then be interpreted to control a program on the computer. It will be running in windows XP. I found the usbuirtdrv.dll file posted on here in a few places. It sounds like it's exactly what i need to read the data coming from the USB-UIRT device.
My questions are these; is that DLL file considered open source / freeware for anyone to use? Also, if it is, does anyone have any documentation on the DLL file and all of the available functions.
If this is not the best way to go about getting the data from the IR port what would you all suggest?
I would be looking to write the program in either Delphi or C. If any of you have any suggestions, let me know. Thanks for all your help.
