Is it possible to write a program that would be able to use this device on a Mac (OS X)?

There have been some individuals doing mac development, but I cannot comment on the current status...

So in theory, all the information that a mac developer would need to know to interact with the device is contained in your Command Protocol document?

Yep, with the exception of whatever info is needed to talk via the USB bus to the peripheral.
