trouble controlling DishNetwork DP311 receiver

I have the 56KHz option on my UIRT and use the HIP software. I have no problems controlling my JVC VCR, but I recently purchased a DishNetwork DP311 receiver with an EchoStar 3.2 ir 137180 remote and am having problems. In order to power up/down the receiver I have to program HIP to issue the command twice. So to power up I have to generate POWER-POWER. It's worse with trying to punch in a channel - to try to get channel 215 I programmed HIP to generate 2-2-1-1-5-5 (ie each one twice) and the receiver turned to channel 21. The UIRT is just over a foot away from the receiver. I moved the UIRT directly in front of the receiver and just a few inches away, but got the same result. The UIRT seems to learn the proper codes, but there seems to be a problem transmitting them. Can you help me? Thanks.

Solved it! I set up HIP to repeat each IR command 3 times instead of 2 and everything (Dish receiver and VCR) works.
