UIRT trains but doesn't send anything when testing

Setup: BTV 4.7, UIRT version 1.4, XP/SP2. I had the UIRT working on an older PC, but can't get it to completely work on a new PC. The unit trained as expected using BTV, but when testing, the LED (in the UIRT) doesn't flash, and of course the STB doesn't respond. I've reinstalled the UIRT driver and rebooted, moved cables suspecting EMI, but no change. There aren't any errors in Device Manager. There is a very faint constant glow from an LED in the UIRT, which I suspect is normal. Appreciate any suggestions to resolve the problem.

since that thread didnt help me cuz i have the same prob, u have other ideas that u would suggest?
