USB ports 2.0 or 1.1

I have 2 fresh install XP systems.
The first is a core duo E6400 with 2 gb of ram and USB2.0 ports and it works perfect with the USB-UIRT.
The second is a P3 866mz with 684mb of ram and USB 1.1 ports and the button presses are slow to respond and sometimes continue after I release the remote button.
Any thoughts?
