IR Emitter Function

This may be a stupid question, but what does the Emitter do?

Is is made to put in front of a devices IR sensor?(so the signal goes from the USB-UIRT out to the IR emitter)

Or is it for example, I have my USB-UIRT closed away in my home theater cabinet, hooked up the IR Emitter and make it stick out of my cabinet, so i can access it while hidden away

Emitter = sender = transmitter = it is sending out IR signals to control your other equipment.
