more than 1 USB-UIRT

I have a room with 7 Set top Boxes and 7 tv's, I am intending to remotely connect to this site and turn TV's on/off and change channels to the the Set top boxes. before i purchase the USB-UIRT's devices i would like to know if the computer is able to keep track on which USB-UIRT i want to use to transmit codes. and what will be the best software to do that.

Note: I know 1 USB-UIRT can support 3 zones, I am not thinking about using the 1/8 connector unless I have to. or unless is the most reliable way to controll all the USB-UIRT. I am thinking on just having 7 USB-UIRT devices.

let me know what will be the best way to go about this.
