I have an extra IR Emitter from a VCR, was just wondering if I can use that in conjunction with the USBUIRT 1/8" jack to work to change channels on my cable box?

Chances are YES. The USB-UIRT emitter jack is for standard emitters, which are usually MONO with + going to the tip. The USB-UIRT actually uses a stereo jack, with two outputs (one for each channel), but was designed to accomodate mono plugs as well.
